Extends the National Guard Tuition Scholarship Program to include spouses of Kentucky National Guard members, with eligibility verified through the Defense Enrollment Eligibility Reporting System database.

Expands scholarship coverage to include mandatory student fees in addition to tuition, and covers all postsecondary credential programs including graduate and postgraduate degrees.

Caps total scholarship benefits at 130 credit hours collectively for the Guard member and spouse combined, with hours transferable between them and usable concurrently.

Authorizes the adjutant general to grant current Guard members up to 45 additional paid credit hours for studies that materially benefit National Guard operations; these additional hours are non-transferable.

Prohibits recipients from using the National Guard Scholarship Program concurrently with the Work Ready Kentucky Scholarship Program.
