Extends ignition interlock device requirements for repeat underage DUI offenders: second offense requires 120 consecutive violation-free days (up from 90 days for first offense), third or subsequent offense also requires 120 consecutive days

Increases license suspension periods for repeat underage DUI offenders: second offense suspension extended to 12-18 months, third or subsequent offense extended to 18-36 months, depending on ignition interlock compliance

Amends KRS 189A.010, 189A.070, and 189A.340 to align underage DUI penalties more closely with standard DUI penalty structures while maintaining separate offense tracking
