Establishes a quality-based graduated early care and education program rating system for voluntary participation by licensed and certified child-care providers, with modernization recommendations due to the Legislative Research Commission by December 1, 2027

Creates the Kentucky Child-Care Microcenter Program allowing licensed providers with 3+ years of good standing to operate facilities serving 4-24 children in nonresidential settings, with a statewide cap of 10 microcenters and regulations required by July 1, 2027

Expands the Kentucky Child Care Advisory Council from 18 to 34 members, adding representatives from legislative committees, postsecondary education, and child care providers, with required annual reports on child care availability, affordability, and quality

Restructures the Certified Child Care Community Designation Program under the Cabinet for Health and Family Services, requiring local governments to establish child care task forces and develop strategic plans to address barriers to child care access by January 1, 2028

Reforms the Employee Child Care Assistance Partnership by requiring a third-party administrator to manage the program by December 1, 2026, with state matching funds up to 100% of employer contributions for employees at or below 100% of state median household income
