Amends KRS 177.240 to prohibit the Transportation Cabinet or county/city highway authorities from requiring property owners to pay compensation for increased property value when granting access to limited access facilities

Property value increases determined by before-and-after property appraisals cannot be charged to landowners seeking new access points to limited access highways

Clarifies that the Transportation Cabinet and county or city highway authorities have authority to design, regulate, restrict, or prohibit access to limited access facilities to best serve intended traffic

Maintains existing requirements that access to limited access facilities is only permitted at designated points and subject to terms specified by the maintaining authority
