Requires initiative petitions to contain signatures and addresses of at least 3% of total votes cast in the most recent gubernatorial election

Initiative petitions must contain only one subject and cannot target a particular class of individuals; the Secretary of State certifies signature validity and petition compliance before placing measures on the ballot

Measures approved by a majority of voters become law; if conflicting measures pass, the one receiving the highest affirmative votes prevails

Governor's veto power does not extend to measures enacted through citizen initiatives; the General Assembly may establish procedures to facilitate but not restrict this power
