Establishes the Kentucky Emergency Volunteer Corps (KEV Corps) as an unarmed volunteer unit under the Division of Emergency Management and adjutant general, with volunteers operating locally under county emergency management directors

Requires volunteers to be Kentucky residents ages 18-64, pass criminal background checks, hold a high school diploma or equivalent, and complete basic training plus ongoing monthly and annual training in areas including first aid/CPR, FEMA emergency response certification, emergency communications, and survival skills

Prohibits KEV Corps members from performing military or law enforcement duties, including no power of arrest, citation authority, or ability to carry weapons in their volunteer capacity

Creates the Kentucky Emergency Volunteer Corps fund in the State Treasury to receive appropriations, grants, and donations for uniforms, training, equipment, and emergency preparedness supplies, with unexpended funds carrying forward annually

Extends state workers' compensation coverage to KEV Corps members when performing emergency assessment, preparedness, response, or recovery functions
