Prohibits qualifying planning units (cities ≥10,000, counties ≥15,000, or combinations ≥20,000 population) from requiring residential lots larger than 3,000 sq ft, wider than 30 ft, or deeper than 75 ft in qualifying residential developments of 5+ acres zoned for single-family homes

Limits parking requirements statewide to no more than 1 space per residential unit, with no minimum parking required for existing buildings changing use, child-care facilities, affordable housing, or assisted living; units under 1,200 sq ft limited to 0.5 spaces

Requires qualifying planning units to permit mixed-use and multifamily residential developments in all commercial zones, with parking capped at 1 off-street space per unit

Allows planning units to deny developments only if they demonstrate substantial negative impacts on public safety, utilities, legal compliance, or transportation infrastructure, with developers having a right to sue and recover attorney's fees if denials are improper

Takes effect July 1, 2027, and does not preempt HOA or condominium association restrictions
