Restructures the Kentucky Community and Technical College System (KCTCS) board of regents from 8 to 14 Governor-appointed members, with 6 nominees coming from specific industry associations (school administrators, manufacturers, contractors, hospitals, economic development, energy planning) and reduces elected faculty, staff, and student representatives from 2 each to 1 each

Shortens board of regents terms from 6 years to 4 years for all public universities and KCTCS, limits members to 2 consecutive terms, and allows the Governor to remove members who miss 3 consecutive meetings

Eliminates local college boards of directors and replaces them with a system-wide board of advisors; transfers operational authority to college chancellors who report to the KCTCS president, including responsibility for creating annual budgets and operations plans

Requires KCTCS to obtain General Assembly approval through legislation or joint resolution before reducing, expanding, or creating any college facilities, campuses, or programs; mandates submission of detailed financial reports to legislative committees within 30 days of Council on Postsecondary Education approval

Creates a mandatory chief financial officer position for KCTCS responsible for system-wide budget oversight, quarterly financial reporting to the board of regents, and certification of financial report accuracy with immediate disclosure requirements for material misstatements
