Amends KRS 338.991 to align Kentucky occupational safety and health civil penalties with federal OSHA rates as annually adjusted and published in the Federal Register, effective August 1, 2026

Removes Kentucky's fixed penalty caps of $70,000 for willful/repeated violations (with $5,000 minimum for willful) and $7,000 for serious, non-serious, and failure-to-correct violations

Retains existing penalties not tied to federal rates: up to $10,000 for violations related to workplace fatalities under KRS 338.121(3), and up to $10,000 plus 6 months imprisonment for false statements in required documents

De minimis violations (those with no direct or immediate relationship to safety or health) remain exempt from civil penalties

Review commission maintains authority to modify all civil penalties and suspend correction deadlines during appeals
