Sets maximum teacher caseloads ranging from 8 to 20 students depending on disability type and grade level, with collaborative model caseloads capped at 15-20 students based on grade level

Allows classes to exceed the maximum by 2 students if a paraprofessional is present in the classroom

Adds statutory definitions for key terms including "admissions and release committee" (ARC), "caseload," and "special classes" to KRS 157.200

Requires the Kentucky Board of Education to promulgate administrative regulations for class size and caseload limitations in accordance with these new statutory requirements
