Authorizes local governments to use code enforcement boards to impose civil penalties for running red lights (KRS 189.338) and speeding violations (KRS 189.390) when no police officer issues a citation at the time of the violation

Adds these two traffic offenses as exceptions to the general rule prohibiting local governments from classifying moving motor vehicle offenses as civil offenses enforceable through code enforcement boards

Amends KRS 65.8808 (local code enforcement) and KRS 189.990 (motor vehicle penalties) to establish this new civil penalty framework for automated or non-officer-witnessed traffic enforcement
