Prohibits willful and knowing dissemination of deep fakes without the depicted individual's express written consent, where "deep fake" means digitally manipulated audio, video, or images that realistically depict speech or conduct that never occurred and lack adequate disclosure labels

Creates civil liability for violators including injunctive relief, actual damages, punitive damages, court costs, and attorney's fees, with a 3-year statute of limitations for filing claims

Establishes criminal penalties making dissemination of a deep fake a Class D felony when done with intent to harass, cause harm to finances or reputation, or affect the outcome of administrative, legislative, judicial, or electoral proceedings

Exempts deep fakes used for criminal investigations, reporting unlawful conduct, medical treatment, commercial artistic works with consent, matters of public interest, scientific research, legal proceedings, and clearly labeled parody or satire

Protects interactive computer service providers from liability under federal 47 U.S.C. sec. 230 and exempts broadcast media and news publications that include appropriate authenticity disclosures
