Creates a new offense of "failure to report a serious crime" under KRS Chapter 519

Applies when a person observes a crime under circumstances where a reasonable person would believe serious physical injury or death has occurred

Requires immediate reporting to a peace officer or law enforcement agency if the person reasonably believes the crime has not already been reported

Includes an exception when reporting would place the observer in danger of serious physical injury or death

Classified as a Class A misdemeanor
