Requires all health plans offering mental health or substance use disorder benefits in Kentucky to cover one annual standalone mental health wellness examination performed by a licensed mental health professional, with no copayments, coinsurance, deductibles, or other cost-sharing

Defines mental health wellness examinations to include behavioral health screenings, healthy lifestyle education and consultation, treatment referrals, and age-appropriate screenings to assess mental health history and cognitive state

Covers a broad range of mental health professionals including psychiatrists, psychologists, licensed clinical social workers, marriage and family therapists, professional counselors, pastoral counselors, and alcohol and drug counselors

Applies to fully-insured health plans, self-insured plans for state postsecondary education employees, and public employee health plans under KRS Chapter 18A, with an exception for Health Savings Account-qualified High Deductible Health Plans until the minimum deductible is met

Takes effect January 1, 2027, and may be cited as the Kentucky Mental Health Wellness Act
