Amends KRS 158.070 to allow local boards of education to amend school calendars after adoption for any reason (not just emergencies), provided the amended calendar delivers at least 1,062 hours of instructional time across the adjusted number of student attendance days

Provides emergency relief for the 2025-2026 school year allowing districts that exhausted all 10 nontraditional instruction days to make up required instructional hours by adding time to student attendance days (up to 7 hours per day maximum)

Authorizes the commissioner of education to waive up to 5 student attendance days for districts unable to provide 1,062 instructional hours by June 10, 2026, but only if the district first attempted to add time to the school day

Guarantees that certified and classified employees receive full contract credit and retirement service credit for days made up through extended instructional time or waived by the commissioner

Allows districts using 10 or fewer nontraditional instruction days in 2025-2026 that decline the waiver option to calculate average daily attendance by deducting 10 low attendance days (instead of the standard 5) under KRS 157.320(2)
