Creates the Kentucky General Assembly Medal of Distinction as the preeminent award conferred by the Commonwealth to recognize valorous deeds, life-saving acts, service-related injuries or deaths, or exceptional community service.

Eligible recipients include military members and veterans with honorable discharges who have Kentucky ties, current and former first responders (firefighters, EMS, peace officers, sheriffs, telecommunicators), Kentucky citizens, and entities operating in or serving the Commonwealth.

Establishes a selection process where the Legislative Research Commission designates an interim joint committee to evaluate nominations submitted by any General Assembly member, with awardees designated through concurrent resolution during regular sessions.

Requires the nominating legislator(s) to personally pay for the medal cost, which may be covered using their allowance under KRS 6.220.

Mandates that state and local agencies allow recipients to display the medal on uniforms, though agencies may impose restrictions consistent with rules for other medals and awards.
