Requires manufacturers and distributors to reimburse dealers for parts at actual acquisition cost plus 30% gross profit margin, plus costs for technician training, warranty-related computer systems, diagnostic equipment, and specialized tools

Extends the deadline for dealers to submit warranty and promotional claims from 30 days to 90 days after completing service or becoming eligible

Holds component manufacturers to the same reimbursement standards as vehicle manufacturers when they assume warranty or recall responsibility through extended warranties, government mandates, or legal settlements

Limits manufacturer audits of warranty, recall, sales, or incentive claims to 12 months following payment, and requires written notice with detailed reasons before any charge-back or reimbursement can be assessed
