Amends KRS 189.2226 to add the word "limitations" to clarify that vehicles hauling building materials to homes must comply with both provisions and limitations of the section when traveling on state roads without permits

Requires builders constructing more than 10 homes within a one-mile radius to apply for a permit before operating under the building materials hauling exemption

Mandates the Transportation Cabinet to require permit applicants to enter into cooperative agreements providing for equitable apportionment and payment of incremental costs for design, maintenance, construction, or reconstruction of state roads used under the permit

Authorizes the cabinet to require permit holders to post a bond ensuring payment of their portion of incremental road costs, with all collected funds to be expended for those purposes
