Transfers administration of the School Mapping Data Program from the Center for School Safety to the Kentucky 911 Services Board, which will develop standardized electronic mapping data for public schools, charter schools, and participating private schools to assist first responders during emergencies

Appropriates $5,000,000 in General Fund money for each fiscal year of the 2026-2028 biennium ($10 million total) to the Homeland Security budget unit for distribution to the Kentucky 911 Services Board to support the school mapping program

Requires school mapping data to include floor plans, room labels, hazard locations, utility locations, AED and trauma kit locations, parking areas, and athletic fields, all verified through on-site walk-throughs and compatible with existing public safety software platforms

Adds oversight of the School Mapping Data Program to the enumerated powers and duties of the Kentucky 911 Services Board under KRS 65.7629

Declares an emergency, making the Act effective immediately upon passage and approval by the Governor rather than after the standard 90-day waiting period
