Adds sexual orientation and gender identity as protected classes under Kentucky's civil rights laws (KRS Chapter 344), alongside existing protections for race, color, religion, national origin, sex, familial status, age 40 and over, and disability

Extends anti-discrimination protections in employment to cover employers with 8 or more employees, prohibiting discrimination in hiring, firing, compensation, and terms of employment based on all protected classes including the newly added categories

Expands fair housing protections to prohibit discrimination based on sexual orientation and gender identity in the sale, rental, or financing of housing, as well as in insurance against housing hazards

Prohibits discrimination based on sexual orientation and gender identity in public accommodations, credit transactions, and real estate-related services including multiple listing services and real estate organizations

Amends state personnel laws (KRS 18A.095) to allow state employees to appeal personnel actions allegedly based on discrimination due to sexual orientation or gender identity to the Personnel Board
