Prohibits the Kentucky Board of Education and Department of Education from requiring schools to complete any component of a comprehensive school improvement plan not expressly required by federal law or state statute, and requires citation of the specific legal authority when mandating plan components

Eliminates several existing reporting requirements, including the annual report on school physical activity programs to the Legislative Research Commission, the biennial workplace ethics program reports, and the requirement for superintendents to annually report on minority teacher recruitment activities

Removes the requirement for superintendents to annually report instructional leaders who fail to complete training and eliminates the associated probation and certificate revocation process for non-compliance

Repeals KRS 158.867 regarding minimum requirements for summer learning camps at schools with certain Title I programs

Declares an emergency with an effective date of July 1, 2026, to provide school districts relief from unnecessary reporting requirements before the 2026-2027 school year begins
