Amends KRS 286.9-140 to set a fixed transaction fee of $3 per deferred deposit transaction (payday loan), replacing the previous language that allowed fees "not to exceed" $3

The fee applies to data submissions required by deferred deposit service business licensees to the state database and may be charged to customers

Applies only to deferred deposit transactions entered on or after the effective date of the Act
