Requires the Kentucky Transportation Department to notify city mayors or chief administrative officers at least 60 days before the letting date for any resurfacing project that will permanently reduce the number of through traffic lanes on state-maintained highways

Notification must include a project description, proposed lane configuration after completion, and supporting plans or diagrams

Cities have 30 days after receiving notification to submit written feedback on concerns regarding local traffic patterns, safety, economic impacts, or alternative configuration suggestions

Department must consider all timely feedback and provide a formal written response to cities that submit comments, but is not required to modify the project based on the feedback

Creates a new section of KRS Chapter 176 governing highway administration
