Low voltage battery-charged security fences meeting specific technical standards may be installed on commercial and non-residential properties without requiring local government permits, approvals, or authorizations (except alarm permits)

Qualifying fences must use 12-volt or less DC batteries, meet IEC Standard 60335-2-76 certification, be surrounded by a nonelectric perimeter barrier at least 5 feet high, and display "WARNING—ELECTRIC FENCE" signs at intervals no greater than 30 feet

Fences must be 10 feet in height or 2 feet higher than the surrounding nonelectric perimeter barrier, whichever is greater

Residential properties are excluded from the bill's provisions—the exemption from local permitting applies only to commercial and non-residential zoned properties

Local governments retain authority to regulate the nonelectric perimeter barriers through generally applicable safety, building, electrical, and fire codes, as well as setback, height, and lot coverage requirements
