Creates a civil cause of action allowing individuals to sue licensed mental health professionals who engaged in sexual orientation or gender identity change efforts (commonly called conversion therapy), as well as employers who knew of or negligently hired such professionals

Defines "sexual orientation or gender identity change efforts" as practices directing patients toward predetermined outcomes regarding sexual orientation or gender identity, but excludes gender transition assistance, nondirective therapy, and neutral counseling

Establishes extended statutes of limitations: 22 years after reaching age 18 for minors, 10 years from last treatment for adults, or 5 years from discovery that psychological injury was caused by such efforts—whichever is later

Permits recovery of economic damages, noneconomic damages (pain and suffering), punitive damages for willful or malicious conduct, and attorney's fees; claims survive the plaintiff's death and may be pursued by their estate

Declared an emergency measure taking effect immediately upon passage, citing scientific consensus from major medical organizations that such efforts cause psychological harm including depression, suicidality, anxiety, and shame
