Amends KRS 109.045 to expand the definition of "confidential business information" for solid waste management companies to include customer service prices, customer lists, and any other proprietary or sensitive business information

Prohibits counties and waste management districts, including their agents, contractors, and consultants, from compelling, requesting, acquiring, or possessing confidential business information from waste service companies except by court order

Exempts confidential business information of solid waste companies from public disclosure requirements under Kentucky's Open Records Act (KRS 61.870 to 61.884)

Requires counties or waste management districts that improperly obtain confidential business information to immediately secure it, require its return or certified destruction, and document all corrective actions

Permits contractors to receive payment for work demonstrated to be uninfluenced by and independent from any confidential business information
