Amends KRS 160.145 to regulate electronic communications between school district employees/qualified school volunteers and students, requiring use of a designated "traceable communication system" that parents can access and review

Defines "unauthorized electronic communication" as private electronic contact with students outside the traceable system without prior written parental consent, including personal email, text messaging, and social media

Creates exceptions allowing private electronic communication between employees/volunteers and students who are family members, during emergencies, on school-sanctioned field trips, for work-based learning, and for disclosed commercial/nonprofit/local government affiliations

Establishes disciplinary procedures for violations: certified employees face action under KRS 161.120 and 161.790, classified employees under KRS 161.011(7), and qualified school volunteers may be prohibited from future volunteer opportunities

Requires immediate reporting of unauthorized communications to supervisors, notification to parents of involved students, and parental updates on each material phase of investigations and disciplinary actions; declared an emergency to take effect upon passage
