Amends KRS 48.165 governing how branches of government submit budget recommendations to the General Assembly

Prohibits branches from labeling budget items as "necessary government expense" or submitting items without specific dollar amounts attached

Creates exception allowing items without dollar amounts when entire proceeds of a trust and agency fund or designated account are assigned to specific budget units

Requires receipt estimates for each budget unit for each year of the fiscal biennium when full fund proceeds are assigned to budget units

Mandates inclusion of receipt data from the previous two fiscal bienniums for comparison purposes
