Establishes nine tourism regions across Kentucky's 120 counties and creates regional tourism committees composed of representatives from tourist and convention commissions or county judge/executives

Requires at least 25% of the tourism, meeting, and convention marketing fund to be equally divided among the nine tourism regions for eligible marketing expenses including publications, advertisements, billboards, website design, and event sponsorships

Dedicates at least 10% of the fund to a regional marketing and matching funds program for convention and visitors' bureaus, tourism commissions, or designated marketing organizations

Mandates the Tourism, Arts and Heritage Cabinet implement initial strategic plans for each tourism region by September 1, 2026, and submit annual reports on regional tourism strategies to the Legislative Research Commission

Requires the Commissioner to submit annual reports beginning September 1, 2026, on occupancy rates for each state park with lodging or campgrounds from the previous fiscal year
