Requires developers proposing projects adjacent to a county outside their planning unit to obtain a memorandum of understanding or similar agreement with that adjacent county before plan approval

Applies when the proposed development would likely have substantial impact on transportation or other infrastructure in the neighboring county

Makes the agreement with the adjacent county a binding element of the land use development plan or subdivision plan application

Creates a new section within KRS 100.401 to 100.419 governing planning and zoning procedures in Kentucky
