Requires all board of trustee members for fire protection districts and volunteer fire department districts to personally reside within the district they serve, including the 2 firefighter-elected members, 2 property owner-elected members, and 3 appointed members

Mandates that board of directors members for fire departments organized as nonprofit corporations under KRS Chapter 273 must reside within the geographic area served by the corporation

Creates automatic vacancy if any elected trustee or board director moves outside the district or service area boundaries at any time during their term of office

Immediately declares vacancies upon the effective date for any current board members who do not meet the new residency requirements, with positions to be filled according to existing appointment/election procedures

Declared an emergency measure, taking effect immediately upon passage and approval by the Governor rather than the standard 90-day waiting period
