Establishes the Burnside Island Development Authority (BIDA) as an independent municipal corporation to develop, finance, and operate lodging, restaurant, and recreational facilities at General Burnside Island State Park, a 430-acre island in Pulaski County's Lake Cumberland basin

Creates a 14-member board of directors including state officials, local government representatives, and gubernatorial appointees serving 3-year terms, with authority to enter public-private partnerships requiring General Assembly authorization

Authorizes BIDA to acquire property, issue revenue bonds, establish user fees, and borrow money, though bonds do not constitute state debt and the authority cannot use eminent domain

Excludes the existing 18-hole golf course, campground, and boat ramp from BIDA's operational authority, leaving those under Department of Parks management

Exempts property and facilities developed under this Act from state and local taxation, and requires the park to be redesignated as "General Burnside Island State Resort Park" once lodging and restaurant construction is substantially complete
