Requires agencies expending state or federal affordable housing funds to allocate at least 90% to single-family detached housing and no more than 10% to multifamily housing each fiscal year

Applies to all state agencies, local governments, quasi-governmental entities, and the Kentucky Housing Corporation that spend affordable housing funds

Supersedes any conflicting conditions in grants or other appropriations, but does not apply to agency administrative costs or educational programs

Declares an emergency due to impacts on "the character of areas that have traditionally contained single-family homes," making the law effective immediately upon Governor's approval

Creates a new section in KRS Chapter 198A governing affordable housing fund expenditures
