Expands Kentucky homicide and assault laws to define "person" and "human being" as including an "unborn child" from fertilization, subjecting those who cause the death or injury of an unborn child to the same criminal penalties as for born persons.

Exempts from prosecution unintentional deaths resulting from life-saving medical procedures on pregnant women (when reasonable steps are taken to save the unborn child) and spontaneous miscarriages.

Grants the Attorney General concurrent jurisdiction with local prosecutors to investigate and prosecute homicide and assault offenses when the victim is an unborn child.

Repeals Kentucky's existing fetal homicide statutes (KRS Chapter 507A) and replaces them with these expanded provisions that apply the standard homicide framework to unborn children.

Applies only to conduct occurring after the effective date; may be cited as the "Prenatal Equal Protection Act."
