Amends Kentucky's existing data privacy law (KRS 367.3611) to add "automatic content recognition" (ACR) as a new defined term, covering technology in smart TVs and monitors that identifies content being viewed through audio/video fingerprinting

Classifies automatic content recognition data as "sensitive data" under the law, joining other protected categories like racial/ethnic origin, health diagnoses, biometric data, and precise geolocation data

Adds a new definition for "smart monitor" as an internet-connected display device capable of running applications and streaming media independently, excluding voice assistants and mobile devices

Takes effect July 1, 2027
