Amends KRS 96.150 to prohibit cities from extending water or sewer systems into territory already served by an existing water or sewer district unless that district requests the extension

Requires cities to consider installing fire hydrants when extending water systems, and may only extend lines incapable of servicing hydrants if determined not feasible after evaluating costs and benefits

Allows customers in newly extended service territories to return to their previous water or sewer provider if the municipal utility fails to provide service within the agreed-upon timeframe

Applies retroactively to all customers whose properties were included in municipal utility extensions but have not received service within the specified time period
