Starting January 1, 2027, all new and renewal operator's licenses, personal identification cards, and commercial driver's licenses in Kentucky must contain a denotation identifying the holder as either a U.S. citizen or a noncitizen authorized to be in the United States

Identity documents must indicate whether they are REAL ID-compliant "voluntary travel ID" documents usable for federal purposes, or standard documents that cannot be used for federal identification

Applicants must remove sunglasses, veils, scarves, or any attire obscuring facial features for photos, with religious exemptions available through documented objections processed by the Transportation Cabinet

Non-U.S. citizens and applicants for photo-exempt documents must pay an additional $30 application fee on top of standard fees (e.g., $48 for 8-year voluntary travel ID operator's license, $43 for standard license)

Names on identity documents must match the person's first and last name as recorded with the Social Security Administration, requiring applicants to update SSA records before applying for name changes on licenses
