Redefines "person" and "human being" in Kentucky's homicide and assault statutes to include "unborn child," defined as an individual from fertilization until live birth

Applies the same criminal homicide laws (murder, manslaughter, reckless homicide) and assault laws to unborn children as to born persons, including the same defenses, justifications, and immunities

Exempts from prosecution: unintentional deaths from life-saving procedures on a pregnant woman when reasonable steps are taken to save the unborn child, and deaths from spontaneous miscarriage

Grants the Attorney General concurrent jurisdiction with local prosecutors to investigate and prosecute homicide and assault offenses when the victim is an unborn child

Repeals the existing separate fetal homicide statutes (KRS Chapter 507A) and integrates unborn child protections into the general criminal homicide framework
