Requires all Kentucky public school districts to provide "healthy relationship instruction" to students in kindergarten through grade 12 beginning in the 2027-2028 school year

Mandates comprehensive curriculum covering human development, anatomy, reproduction, consent, healthy vs. unhealthy relationships, contraception effectiveness, STI prevention, gender identity, sexual orientation, and LGBTQ-inclusive content

Requires instruction to be medically accurate, age-appropriate, culturally appropriate, trauma-informed, and inclusive of marginalized communities including LGBTQ students, students of color, immigrants, and students with disabilities

Allows parents or guardians to submit signed statements to excuse their children from the instruction without academic or disciplinary penalty; schools must make curricula available to parents upon request

Directs the Kentucky Board of Education to establish academic standards and instructor qualifications, requires biennial district reporting, and grants parents private right of action in Circuit Court within one year if schools fail to comply
