Amends KRS 205.558 to update language regarding the statewide prescreening and admissions review system for long-term care facilities participating in Medicaid (Title XIX)

Persons with resources to cover 365 days of care may be admitted directly, but those admitted without prescreening or denied authorization are ineligible for Medicaid payment for skilled-nursing or intermediate-care for one year after admission

Requires preadmission screening teams composed of a nurse, social worker, and physician to evaluate whether institutionalization is necessary and whether alternatives to institutional care are feasible

Admission to an intermediate-care or skilled-nursing facility without prior Cabinet for Health and Family Services authorization constitutes a Class B violation

Makes technical language changes, including updating "his" to "his or her" and changing "under" to "in accordance with" regarding KRS Chapter 13A regulations
