Amends KRS 186.230 and KRS 186.120 to update gendered language throughout Kentucky's motor vehicle registration statutes, replacing "he," "him," and "his" with gender-neutral terms like "the clerk," "the clerk's office," "him or her," and "he or she"

County clerks must report and remit collected fees to the Transportation Cabinet each Monday, with a 1% monthly penalty for late payments exceeding 7 days past due

Extensions for filing reports may be granted up to 10 days upon request made before the 7-day deadline expires

Owners of motor vehicles destroyed by fire or accident remain entitled to proportional refunds of license fees for the unexpired registration period

Refund claims require the owner's affidavit plus affidavits from two reputable persons attesting to the vehicle's destruction, along with return of the original license plates
