Replaces masculine pronouns ("he," "him," "his") with gender-neutral alternatives ("the clerk," "the clerk's office," "him or her," "he or she")

Updates archaic terms like "theretofore" to modern equivalents like "previously" and "said" to "that"

Makes no substantive changes to county clerk duties regarding vehicle registration, fee collection, reporting requirements, or license tax refund procedures for destroyed vehicles
