Expands the Kentucky Educator Placement Service System to allow job applicants to create universal applications and submit them electronically to multiple school districts or public charter schools simultaneously

Authorizes the Education Professional Standards Board to use certification fee proceeds to fund the development and maintenance of the placement system

Requires all school districts and public charter schools to electronically post job openings on the statewide system with opening and closing dates for each position

Mandates the Kentucky Department of Education to maintain current job postings, track unique positions, monitor repeated postings, remove outdated listings, and collect employment data

Requires annual reporting to the Legislative Research Commission on system data including number of job postings, public viewing frequency, and vacant positions by type, certification requirement, and location
