Creates "Jimmie's Law" establishing new permit requirements for terminal distributors of prescription drugs in Kentucky, effective January 1, 2027, requiring separate permits for each location and prohibiting operations from personal residences

Requires pharmacies and terminal distributors engaged in compounding to comply with current United States Pharmacopeia (USP) standards and only procure active pharmaceutical ingredients from FDA-registered, board-licensed establishments

Mandates reporting of serious adverse events associated with drugs to the Kentucky Board of Pharmacy within 5 business days, with annual reporting to the legislature on inspection findings, violations, and disciplinary actions

Expands Board of Pharmacy inspection authority to include facilities suspected of operating without proper permits, allows seizure and quarantine of unapproved, adulterated, misbranded, or research-only drugs

Establishes criminal penalties (Class A misdemeanor for first offense, Class D felony for subsequent offenses) for illegally selling, distributing, or possessing prescription drugs or dispensing compounded preparations not in compliance with the law
