Regulatory authorities must notify applicants within 3 business days whether permit applications are complete, complete plan reviews within 14 business days, and conduct inspections within 5 business days of request

Applicants may hire qualifying third-party inspectors (licensed architects, engineers, or certified building/electrical/plumbing inspectors) to perform plan reviews and inspections at their own expense, regardless of government availability

If a regulatory authority cannot meet required timelines, it must refund fees (minus up to $100 administrative fee) when applicants use third-party inspectors; if it commits to timelines but fails, it must issue a temporary permit and refund all fees

Third-party inspectors must maintain $1 million per claim/$2 million aggregate liability insurance, submit sworn affidavits certifying compliance, and cannot have financial interest in projects they inspect
