Maintains the 25-member council structure with one non-voting legislative liaison, including representatives from state cabinets, professional associations, and local government organizations

Corrects a technical cross-reference in the statute from subsection (4)(a) to subsection (4)(b) regarding council members who serve by virtue of holding office
