Allows public or private entities, including internet or app-based companies (such as gig economy platforms), to voluntarily contribute funds to a self-employed worker's portable benefit plan

Contributions to a portable benefit plan cannot be used as a factor in determining whether a worker should be classified as an employee versus independent contractor
