Allows trucks transporting primary forest products (lumber, sawdust, wood chips, bark, slabs, logs) on state-maintained highways within 100 miles of origin to operate at increased weight limits: 90,000 pounds for trucks with two tandem rear axles and 100,000 pounds for trucks with three rear axles

Defines "primary forest product" as lumber and related materials traveling from their point of origin to first market

Exempts interstate highways and bridges with posted weight limits lower than the adjoining highway from the increased weight allowances

Subjects violations of the new weight provisions to existing penalty structure: $0.02 per pound for excess loads up to 5,000 pounds, with fines of $100-$500 for excess loads over 5,000 pounds
