Creates a new "pari-mutuel racing local government support fund" in the State Treasury, administered by the Department for Local Government, to distribute 0.1% of all money wagered on live races and historical horse races to counties where racing facilities are located

Funds must be distributed at least quarterly to counties based on the excise tax generated by tracks or facilities within each county, with the Department for Local Government calculating allocations

Eligible uses for distributed funds include addressing social costs of problem gambling such as law enforcement retention, homelessness, affordable housing, and policing/regulation of racing facilities

Requires the Department for Local Government to promulgate administrative regulations establishing application requirements, eligible expenses, accountability criteria, and allocation guidelines for cities and counties

Amends KRS 131.190 to authorize the Department of Revenue to share aggregate facility location data with the Department for Local Government on a confidential basis to enable fund distribution calculations
