Requires all health benefit plans in Kentucky to cover medically necessary prosthetic and orthotic devices for daily living, job-related activities, personal hygiene, and physical activities including running, biking, and swimming

Mandates coverage for up to 3 prosthetic or orthotic devices per affected limb per covered person during a 3-year period, including all components, materials, fitting, training, repair, and replacement

Allows early replacement of devices less than 3 years old if there is documented change in the patient's condition, irreparable device damage, or repair costs exceeding 60% of device cost

Applies to state employee health plans, self-insured plans offered by state postsecondary institutions, and all health benefit plans issued or renewed on or after January 1, 2027

Requires the Insurance Commissioner to submit a report by July 1, 2033 on implementation of the coverage requirements, including claims data from plan years 2027-2031
